This case is about the restoration of the management process in a city development project, which remained unrealized for a long time despite the presence of formal grounds. The peculiarity of this case is not the creation of a new project or the launch of construction from scratch, but about working with an existing facility, where the key barrier was the lack of mutual understanding between stakeholders and, as a result, a long pause in implementation and launch.
In 2007, PE “Victoris” together with the Lviv City Council and the Capital Construction Department began the implementation of a community center in Sykhiv. The project had a standard logic for that time – joint participation of the city and business, gradual implementation, the formation of a public function.
In 2015, the Lviv City Council agreed to change the site, which formally opened the possibility of resuming construction. However, from 2015 to 2023, no movement occurred. The reason was not the lack of formal decisions, but the lack of communication between all parties that influenced the process. This includes the city council, adjacent land users, in particular the Lviv Eparchy of the OCU, and other involved parties. Without an agreed position, even the presence of permits does not lead to actual implementation.
The situation changed after the appearance of an investor, our Client, with whom we initiated the resumption of negotiations and the return of the project to the working process. For more than a year, systematic work was carried out: meetings with city authorities, interaction with contractors and architectural organizations, coordination of positions and the search for a format that would meet both the interests of the city and the economics of the project.
As a result, through joint efforts, a new concept was formed – the multifunctional complex “Sikhivska Vitlanya”. It involves a combination of a retail and entertainment part, office spaces and an educational hub, as well as the creation of open public areas. In fact, it is about the formation of a new local center, which operates not only as a commercial facility, but also as a space for daily use for residents of the district.
The key element of success was the understanding with the city. The developer provided a letter of guarantee, according to which he undertook to implement the project and transfer 4,000 m² of space to the community free of charge after receiving the plot for rent. In addition, the possibility of buying another 4,000 m² at cost is provided. Thus, the city potentially receives up to 8,000 m² for public and social infrastructure.
In 2025, the land management project was approved and the land plot was transferred for rent to the developer. In 2026, the draft design and architectural concept developed by Retail Development, which also acts as a broker for the future complex, were approved. The project passed the city planning council and received city planning conditions and restrictions.
The total area of ​​the complex is over 41,000 m², with a rental area of ​​about 22,000 m². Underground parking and the formation of full-fledged public spaces on the western and eastern sides are planned.
It is important that functionally this area was planned as public from the very beginning. In the new configuration, this logic is preserved, but supplemented with commercial, educational and public functions that make the facility viable in a modern urban environment.
The legal support of the project was provided by the company “Marusyak & Partners”. The “GRavitas” team was involved in structuring the process, resuming negotiations and bringing agreements to practical implementation.
Practice shows that stagnation in urban projects most often occurs not due to a lack of resources or solutions, but due to a breakdown in communication between stakeholders and, as a result, the emergence of long-term conflicts. In such conditions, what becomes critical is not the creation of new concepts, but the structured renewal of the process – with the fixation of positions, the building of interaction, and the implementation of agreements.
